2019 TER Historic Regulations

Art. 1 - DEFINITION AND ORGANISATION
1.1 - In 2019, Tour European Rally Promoter with Sport Rally Team, organiser licence B n. 405239 issued by Italian ASN, ACI, will organise a series named 2019 Tour European Rally Historic (TER Historic). The series will be governed according to the International Sporting Code (ISC) and its Appendixes, the National Regulations of the Countries in which the Rallies are held, the individual Event Supplementary Regulations plus the present regulations.

Art. 2 - EVENTS CALENDAR
2.1 - The events valid for the 2019 TER Historic are:
• Rally Moritz Costa Brava - Spain - 15/16 March 2019
• Rallye Sanremo - Italy - 11/13 April 2019
• Rallye Antibes Cote d'Azur - France - 17/19 May 2019
- Conxion Omloop van Vlaanderen Rally - Belgium - 6/7 September 2019
• Rallye Rias Altas . Spain - 3/5 October 2019
• Rallye International du Valais - Switzerland - 17/19 October 2019 - COEFFICIENT 2

Art. 3 – ELIGIBLE COMPETITORS AND DRIVERS
3.1 – Holders of international licenses will be admitted to the 2019 TER Historic, in accordance with the 2019 Appendix L to the ISC.

Art. 4 - ELIGIBLE VEHICLES
Eligible vehicles must comply with Appendix K to the ISC and are those listed below.
The cars are divided into the classes stated below .

Road legal cars built between 1/1/1905 and 31/12/1957 and Touring and GT cars, models homologated between 1/1/1958 and 31/12/1969.

A1 up to 1000cm3 (before 31/12/1961)
A2 from 1001cm3 to 1600 cm3 (before 31/12/1961)
A3 over 1600cm3 (before 31/12/1961)
B1 up to 1000cm3 (after 31/12/1961)
B2 from 1001cm3 to 1300cm3 (after 31/12/1961)
B3 from 1301cm3 to 1600cm3 (after 31/12/1961)
B4 from 1601cm3 to 2000cm3 (after 31/12/1961)
B5 over 2000cm3 (after 31/12/1961)

Touring (T), Competition Touring (CT), Grand Touring (GT) and Competition Grand Touring (GTS) cars of Groups 1, 2, 3 and 4, models homologated between 1/1/1970 and 31/12/1975.

C0 up to 1150cm3
C1 from 1151cm3 to 1300cm3
C2 from 1301 cm3 to 1600cm3
C3 from 1601 cm3 to 2000cm3
C4 over 2000cm3

Touring (T), Competition Touring (CT), Grand Touring (GT) and Competition Grand Touring (GTS) cars of Groups 1 2, 3 and 4, models homologated between 1/1/1976 and 31/12/1981.

D0 up to 1150cm3
D1 from 1151cm3 to 1300cm3
D2 from 1301cm3 to 1600cm3
D3 from 1601cm3 to 2000cm3
D4 over 2000cm3

Touring (T), Competition Touring (CT), Grand Touring (GT) and Competition Grand Touring (GTS) cars of Groups A, B and N, models homologated between 1/1/1982 and 31/12/1985 (Period J1) and models homologated between 1/1/1986 and 31/12/1990 (Period J2).

E1 Group A up to 1300cm3
E2 Group A from 1301cm3 to 1600cm3
E3 Group A from 1601cm3 to 2000cm3
E4 Group A over 2000cm3
E5 Group B up to 1600cm3
E6 Group B over 1600cm3
E7 Group N up to 1600cm3
E8 Group N over 1600cm3

At scrutineering the Competitor must present the FIA Historic Technical Passport (“HTP”) .
All cars must be in conformity with the National Highway Code in their countries of registration.

4.1 – The 2019 TER H – Tour European Rally Historic is reserved to vehicles complying with the following standards, as per FIA Regulations:

Category 1:
A to F, Road legal cars built (FIA Regulations):
A to F: 1/1/1905 to 31/12/1965

Category 2:
G1: 1/1/1966 to 31/12/1969 for homologated Touring and GT cars.

Category 3:
G2: 1/1/1970 to 31/12/1971 for homologated Touring and GT cars.

Category 4:
H1 : 1/1/1972 to 31/12/1975 for homologated Touring and GT cars.

Category 5:
H2: 1/1/1976 to 31/12/1976 for homologated Touring and GT cars.

Category 6:
I: 1/1/1977 to 31/12/1981 for homologated Touring and GT cars.
For technical specifications refer to the list of FIA Historic categories and Event Supplementary Regulations.
4.2 – The TER Historic Trophy – Tour European Rally Historic Trophy is reserved to vehicles complying with the following standards, as per FIA Regulations.
The participation of cars from Other Categories in TER Historic is allowed only for the TER, in J1 (in Category 7) and J2 (in Category 8) Trophy. These two Categories cannot score points in the TER Historic overall classifcation but only in a separate classifcation.

J1) 1/1/1982 to 31/12/1985 for homologated Touring and GT cars.

Category 8
J2) 1/1/1986 to 31/12/1990 for homologated Touring and GT cars.
4.3 Groups
These vehicles are divided into different groups:
Group 1 : T – Tourism
Group 2 : CT – Competition Tourism Group 3 : GT – Grand Touring Series
Group 4 : GTS – Competition Grand Touring
Group 5 : GTP /GSTG/TSRC– Prototip Grand Touring Group N : Production J1 and J2 (separate classification) Group A : Tourism J1 and J2 (separate classification) Group B : J1 and J2 (separate classification)
For technical specifications refer to the list of FIA Historic categories and Event Supplementary Regulations.
Competitors competing in Category 7 & 8 (J1 and J2) must comply with the FIA Regulations in Appendix XI to Appendix K.
In the case of supercharging (see definition in the current Appendix J), the nominal cylinder capacity of cars up to and including Period J1 will be multiplied by 1.4 and that of cars of Period J2 by 1.7. Each car will belong to the class corresponding to the fctive cylinder capacity thus obtained.
All cars must be registered for open public road use. For safety reasons, mid- and rear- engine two-seater racing cars shall not be admitted in this Series.
4.4 At scrutineering, if a vehicle does not correspond in its presentation to the category and/or class in which it was entered, this vehicle may be transferred to the appropriate class, after decision of the stewards of the event.

Art. 5 – SERIES REGISTRATION AND SCORING REGULATIONS
5.1 – In the 2019 TER Historic registration for the Series will be free of charge. It will be possible to register for the TER Historic until 7 days (or 5 working days) before the opening day of the administrative checking of the first Series rally the driver and the co-driver want to be part of and in which they can score points each rally.
5.2 - In the 2019 TER Historic, there is no minimum number of participants required for any given TER Historic scheduled event.
5.3 - For the fnal standings, all the results will be considered.
5.4 - In the event of two or more drivers being tied on points at any time during the season, the driver having set the fastest time in the most stages will be considered as being the leader.
5.5 – Fuel is free, but must comply with the Supplementary Regulations of the event.
5.6 - Tyres must comply with Article 8.4 of Appendix K to the ISC and Supplementary Regulations of the event.

Art. 6 - CLASSIFICATION - SCORES FOR EACH RALLY
6.1 - In each round, the competitors registered for the 2019 TER Historic will score the following points, according to their result in the events' fnal classifcation:
OVERALL – J1/J2 TROPHY -
1st - 25 Points 2nd - 18 Points 3rd - 15 Points 4th - 12 Points 5th - 10 Points 6th - 8 Points 7th - 6 Points 8th - 4 Points 9th - 2 Points 10th - 1 Point
All the remaining competitors classifed from 11th place (included) onwards will also get 1 (one) point.
Note: All the competitors registered for the 2019 TER – Tour European Rally Historic may nominate one event (except for Round 6 - Rallye International du Valais) in which to use a “joker”, i.e. where their score will be multiplied by coeffcient 1,5. This nomination must be sent by email to the TER – Tour European Rally promoter before the posting of the start list for each rally.
6.2 - In the 2019 TER Historic competitors registered for the series will receive additional points as follows:
6.2.1 - Each competitor will receive 3 points at the third start in a 2019 TER Historic event,
1 further point at the fourth, ffth and sixth start in a 2019 TER Historic event, for a maximum of 6 points.

Art. 7 - CLASSIFICATION OF THE SERIES / TROPHIES
7.1- In every event in the 2019 TER Historic, dedicated classifcations will be published comprising only the competitors registered for the series: Overall (only cars until 1981), Period 1, 2, 3, 4,5, Period “J1/J2” Trophy, Category Classic Competition Trophy.

Art. 8 - PRIZES
Prizes will be awarded according to the fnal results of the Rally.
Concerning the 2019 TER Historic, the Prizegiving Ceremony will be take place before the event prizegiving ceremony.

Art. 9 – FINAL PRIZEGIVING CEREMONY
At the end of the season the Organisers and Promoters of the 2019 TER Historic will organise a prize giving ceremony which will reward the winners of the 2019 TER Historic and 2019 TER Historic Trophy.
During this ceremony, awards will be also presented to the crews who took part in the greatest numbers of events during the season.
